金管會默示，近期受烏俄戰爭加劇、通膨疑慮及金融市場首要國度加快升息等國際政經形式不肯定性因素影響，全球股市大幅波動，連動我國證券市場震盪，為保持證券交易市場之秩序及不亂，保障投資人權益，金管會宣布自111年10月12日起再採行下列辦法：

1、    調降每日盤中借券賣出委託數目，由原不跨越該種有價證券前30個營業日之日平均成交數目之20%調降為10%，但證券商因刊行認售權證、指數投資證券、營業地方經營結構型商品與股權衍素性商品交易營業、擔任受益憑證活動量供給者或期貨自營商擔任股票選擇權或股票期貨造市者等避險需求、或證券商擔負股票造市者供給生意報價或避險需求之借券賣出，得不受限制。

2、    上市及上櫃有價證券之最低融券包管金成數由100%調整為120%。

金管會透露表現，將持續親切關注國內外金融形式及證券買賣市場動向，並將適時謹慎評估及進行應變。
